    The fishing was only so-so, but the opportunity to swap fishing stories and fly-casting tips was a rousing success. Sponsored by the American Fly Fishing Trade Association and the Congressional Sportsmen's Foundation, the second annual Congressional Casting Call took fly-fishing to our nation's Capital. The event brought Secretary of the Interior Gail Norton, members of Congress and several officials from the Bush administration and various federal agencies together with fly-fishers for instruction and guided trips on the Potomac River.     Over a decade ago, South Carolina recognized the tremendous value of redfish as a game fish - and gave it that status officially, allowing no more commercial fishing for the species. Now, more and more South Carolina anglers actively participate in improving the fishery through the state's growing tag-and-release redfish program. In fact, that program was begun about 20 years ago by David Cupka, now director of South Carolina's Office of Fisheries Management, and its numbers are impressive.
